Is this a new chair that you are unsatisfied with the color and want to change it or an older rocker with the paint deteriorating and you want to restore it? If old, then sand off old chipping sections of paint and rough up all painted surfaces (120 grit sandpaper) and prepare to primer with Kilz or BIN Primer available at Home Depot or Lowe’s. Once primered, it matters less what type of paint was beneath, coat with paint of choice. If new and you know what type of paint is on it, then just rough up as above and use the same paint type. If type is unknown, then follow instructions above for old rocker.
