Can you get a Home Improvement Loan on a New FHA mortgage?

Hi, I just purchase a home I went through FHA because my credit was really poor. I had a guy build the house for me he was a good friend, at least I thought he was. It turns out that the guy is going through some really bad financial stuff right now, and I kind of got caught in the middle. If I had known that this guy was in the shape that he is in I wouldn’t have never gotten involved with him. Well he finished my house somewhat, but there are a few things that he did not finish or just didn’t do at all, because he ran out of money. I probably need aproximately $10,000.00 to complete the things I need done to my home. Like I mentioned earlier I have poor credit and I am having a hard time finding someone to lend me that kind of money. I have only been in the house 2 months, but I am not satisfied with the home right now. If someone can give me some suggestions I am open to all legitimate options.
